Solutions Payroll publishes the complete list of payroll software HMRC recognises for PAYE, with the things HMRC leaves out: what each product actually is, and whether its supplier will tell you the price.

Why it exists

HMRC maintains the definitive list of recognised payroll software. It is the list every UK employer is effectively choosing from, and it is close to useless for choosing: two columns, a supplier name and a product name, across 177 products. The page itself says HMRC “cannot recommend one product over another” and tells you to consider which features you need, without offering a way to do it.

Meanwhile every comparison article on the subject covers ten or twenty products, chosen by whoever pays commission, and none of them mentions that HMRC recognises 6 free ones. So an employer either reads a list that is complete and unusable, or one that is usable and incomplete. This site is an attempt at the third option.

What it is not

It is not a review site. We have not used these products and we do not publish scores, because we would be making them up. It is not advice: we are not accountants, and choosing payroll software is a compliance decision where the consequence of getting it wrong lands on you, not us. And it is not a price comparison, for reasons set out at length in the methodology.

Who publishes it

Domain Farm Ltd, company number 13544286, which publishes a number of UK data and comparison sites. The editor is Sam Allcock. Editorial decisions, including which products appear, are not for sale, and the universe is HMRC’s rather than ours, so they could not be.
